The ongoing dispute over the UK's defense investment plan has caused significant strain on cabinet relations, according to Whitehall sources. The energy and transport departments agreed to significant cuts, but the transport secretary, Heidi Alexander, successfully lobbied against reducing spending on new buses, trains, and potentially HS2. In return, the Treasury took control of a multibillion-pound fighter jet program, which frustrated the chancellor as she had to cut growth-promoting projects to fund the defense commitments. Healey's allies argue that global conflicts and Starmer's international commitments have driven the need for additional funding.

Despite the challenges, senior government officials express optimism about finalizing the defense investment plan before a Nato summit. The dispute highlights the complexities of government decision-making and the impact of international affairs on domestic policies. As the plan nears completion, the focus shifts to ensuring the UK's defense capabilities and economic growth, even as the cabinet relations continue to recover from the strain of this prolonged dispute.
